Pursuant to Washington State Statute RCW 87.03.436, Model Irrigation District No. 18 is compiling a “Small Works Roster” of Contractors who wish to submit proposals for various construction projects with an estimated cost less than $350,000, (excluding sales tax) and that do not require the formal sealed bid procedure. Furthermore, any contractors who apply must certify as to whether they qualify as a small business as defined in RCW 39.04.010, i.e. woman, veteran, and/or minority owned, or meet the definition of a “small business concern” under RCW 39.19.030 and 15 U.S.C. Section 632, or if the Contractor has applied for certification or is certified by the Washington State Office of Minority and Women’s Business Enterprises, or the Department of Veteran’s Affairs. The roster shall be comprised of contractors who have requested to be placed on this roster and who are properly licensed and bonded to perform such work in the State of Washington. Under Washington law, the District must award small works contracts with a preference for small and minority, veteran, and woman-owned businesses where feasible. The categories of contracting include, but are not limited to, the following:

- Excavation and earth work
- Landscape
- Pipe installation/Plumbing
- Asphalt paving and/or patching
- Concrete work
- General construction/repair
- Backflow assembly testing
- Painting
- Asbestos and hazardous material inspection and abatement
